Snorkelling means swimming at the surface with a mask and fins, usually where someone has judged the water calm enough. Conditions, the need for a boat, and whether any of it is realistic on your call are questions for the day and for whoever is taking you. This page does not name a reef, a beach, or a boat. How it competes with the city

Old San Juan is beside some of the piers. A snorkel morning is not. Choosing water means spending the call on transport and the sea, and not on the forts. That can be the right preference.
